PGO claims former associate of Yanukovych laundered 788 million USD from Ukraine

The funds allegedly were stolen from the state in 2011-2014 and then placed to the offshore accounts of companies registered at Cyprus and BVI, which were controlled by the father of Mr. Klymenko. Afterwards, the funds were returned to Ukraine as “investments” to the UNISON group of companies, allegedly the key corporate structure of Klymenko dirty business empire. Within the course of criminal investigation PGO seized in June-July 2017 dozens of elite apartments in Kyiv, office buildings, houses, land plots and a thousand of railcars.

Prosecutor Matios also publicly urged Liechtenstein to cooperate with Ukrainian PGO in order to seize and recover assets of Klymenko placed abroad. Back on May 2017 PGO issued a notification of suspicion to Mr. Klymenko for participation in organized criminal group and abuse of power. AntAC is closely following the course of the investigation and, specifically, the situation with asset recovery perspectives of this case.

PGO claims that Klymenko criminal activities caused to the state of Ukraine losses worth of 96 billion UAH. Oleksandr Klymenko is under personal assets freeze sanctions of the EU, he is residing in Russia since Spring 2014 to avoid criminal liability.

THE KREMLIN’S IRREGULAR ARMY: UKRAINIAN SEPARATIST ORDER OF BATTLE

The Kremlin’s political-military campaign in Eastern Ukraine threatens both Kyiv and the rest of Europe three years after Russia’s illegal annexation of Crimea. The Kremlin – in violation of its obligations under the ‘Minsk II’ ceasefire agreements – has fueled the conflict in pursuit of its grand strategic objective to assert dominance over the former Soviet Union. Russian President Vladimir Putin has shown no desire to withdraw his forces despite his failure to develop proxy forces capable of independently extending his campaign of subversion across Ukraine. Putin will continue to extend and exploit the war to destabilize Ukraine and prevent its further integration with the West until faced with costs that change his calculus. This paper demonstrates that Russia’s proxy forces operating in Eastern Ukraine - the Donetsk (DNR) and Luhansk (LNR) Peoples’ Republics - continue to pose a threat to the security of Ukraine and Europe. These proxies only retain the capability to fight th...

After the Maidan: fighting corruption in Ukraine

Yulia Marushevska, known for publishing the video “I am ukrainian” that went viral in 2014 and her work fighting corruption in her country, was part of 2017’s College Freedom Forum at UFM, where she shared her story. She begins reflecting on the positive similarities between Ukraine and Guatemala, and questions, why are we so poor? Yulia says for Ukraine the answer is corruption, because for more than 25 years soviet political elites were stealing money from the government. During Viktor Yanukovych, presidency corruption grew to enormous scales, which provoked a turning point: people organized a pacific protest, in which several students were badly beaten. This caused thousands of people to protest all over the country for three months against the situation “It was a great moment for unity, when we said goodbye to post soviet heritage, when we decided together that we want to live in a more just society.” After some time, snipers started shooting the crowds. Yulia was despe...

With extensive support from the European Union, the Republic of Moldova has adopted a number of reforms in implementing the Association Agenda, but needs to undertake further efforts, in particular to improve the rule of law and the business environment. The details are highlighted in a joint report, released today by the European External Action Service and the European Commission ahead of the EU-Moldova Association Council on 31 March 2017. “The European Union and the Republic of Moldova have a strong relationship, reinforced through our joint Association Agreement that entered into force nine months ago”, said the High Representative/Vice-President, Federica Mogherini. “The Agreement has intensified our partnership, increasing our cooperation in some areas and consolidating it in others.  The Association Agenda details commitments undertaken by the Moldovan authorities, including fighting against corruption, improving the independence of the judiciary, de-politicising...
